Dennis Mitchell - Founder

Dennis is the Deputy Building Official in Loudoun County, VA. His efforts are focused on promoting communication between his staff and the construction industry as well as creating awareness for The Builders Foundation which began with a simple day of golf in 1999 with several architects, engineers, contractors, and some members of his staff. Dennis has served on numerous volunteer boards including two Governor-appointed committees. He is married, has three grown kids, five grandchildren, two dogs, and a cat. He enjoys traveling, golf, fishing, hunting, and hanging out in his man cave (the garage). Most of all he enjoys being able to make a positive difference in the lives of those in need.

Christopher Brogdon –Chairman

Chris Brogdon is the Mid-Atlantic Regional Superintendant for Holder Construction Company. He is a graduate of Georgia Southern University with a Bachelor of Science in Building Construction. Chris joined Holder Construction Company in 1985. During his time with Holder, Chris has had the opportunity to work in many different markets across the United States and has lived and worked in the Mid Atlantic area since 2000. Chris is married and has two boys.

Chris became associated with The Builders Foundation in 2005. Chris believes that those of us in the construction field in the Mid Atlantic region have been fortunate and being able to give back to those in need offers great satisfaction.

Leo J. Titus, Jr., P.E. – Vice Chairman

President of the Mid-Atlantic division of ECS, Ltd., an ENR Top 100 engineering firm specializing in geotechnical engineering, construction testing and inspection and environmental consulting. He has over 18 years experience in geotechnical engineering and special inspections. He currently is very active on several ASTM committees and serves as Vice Chairman of ASTM E36 main committee which has governance over several related standards including ASTM E329: “The Standard Specification for Agencies Engaged in Construction Inspection and/or Testing”. He is also an active member of several organizations including the American Society of Civil Engineers (ASCE) and the Society of American Military Engineers (SAME) and was presented with the SAME Washington D.C. post award for Outstanding Contributions by a Young Civilian Member for 2001. He holds a Master of Science degree in Geotechnical Engineering from the University of Maryland and a Bachelor of Science degree in Civil Engineering from Clarkson University in Potsdam, New York. He is a licensed professional engineer in Virginia, Washington D.C. and several other states.

Keith Wallace – Secretary & Treasurer

As Leasing Representative for Merritt Properties, LLC in the Northern Virginia region, he is part of a team that leases and manages over 1.2 million square feet of office and industrial properties that are home to over 70 existing businesses. His many roles at Merritt Properties include: leasing, customer relationship management, market research as well as contract and lease negotiation. He holds a Bachelor of Science in Business Administration with a concentration in Finance from the University of Delaware where he was a member of the Financial Management Association (FMA) National Honor Society. He is a member of the National Association of Office and Industrial Properties (NAIOP) and currently serves on the Loudoun County Government Relations Committee. He is also a Leadership in Energy and Environmental Design Accredited Professional (LEED AP®). He has been actively involved with The Builders Foundation since 2002, when Merritt Properties hosted the charity golf event. He currently resides in Leesburg, VA with his wife and two children.

Tracy Allen

Tracy manages all corporate marketing activities for ECS Mid-Atlantic. This includes managing and updating the corporate website, creating all corporate marketing materials (brochures, mailers, press releases), coordinating all corporate trade shows, managing the exhibit booth distribution amongst 42 offices, coordinating all the corporate market sector efforts of the 14- person Business Development staff, and reporting all corporate marketing efforts to the Board of Directors on a quarterly basis. She is also involved with over ten professional trade associations and maintains her involvement on the board level for each one. ECS is a diverse consulting firm specializing in the related fields of geotechnical, environmental, and construction materials engineering. They employ a staff of more than 1000 people, including registered professional engineers and geologists, certified laboratory technicians and construction inspectors, field engineers, computer specialists and support personnel. Tracy has her MBA from Marymount University and her BS from Longwood University.

Robert “Bob” J. Berlinski

Bob Berlinsky is currently the Senior Vice President; Construction for DuPont Fabros Technology, Inc. DFT is a publicly-traded REIT specializing in the development and operations of high-end data centers. Prior to joining DFT in 2005, Bob founded and operated Fairways Project Management, LLC. Bob was also the Director of Construction for AboveNet. He also held a senior management position for Clark Construction on numerous major commercial construction projects.

Bob was impressed with the work done by the Builders Foundation and wanted to assist with the future growth of the foundation.

Cris Campbell

Cris is a Senior Project Manager in the Healthcare Division at HITT Contracting. He has been a board member since 2008 and is a resident of South Riding in Loudoun County. He has been married to Carin for fifteen years, has two girls, ages ten and five. When not at work, Cris enjoys cooking, fishing and hunting. He is active in his church, coaches high school and men’s club rugby, and is engaged in a constant battle to get his weight back below the 300 pound mark.

Lester E. “Butch” Fettig

Butch is an operations manager for Winchester Homes based in Bethesda Md. He has 14 years of experience in residential and commercial construction and really enjoys putting those skills to work for charitable organizations such as the Builders Foundation. While sitting on a code council with Founder Dennis Mitchell he learned about the Foundation and was able to secure a yearly sponsorship for the organization from Winchester Homes. He lives in Culpeper, Va with his wife and two children.

Michael Larkin

Michael is the head of the Northern Virginia division of Merritt Properties, LLC, contributing over 28 years of construction and development experience. He is focused on land development, base building construction, interior fit-up construction, property maintenance, and personnel. His college coursework focused on construction law, blueprint reading, project management, estimating and land development. He has also earned certificates in building mechanical systems, concrete mix design, floors and slabs, business and project management, tilt-up construction and post tension concrete. Michael demonstrates his dedication to the industry through his involvement in various organizations including the Associated Builders and Contractors, Loudoun County Chamber of Commerce and The Builders Foundation.

Keith Maddox

Keith is President and CEO of Vantage Construction Corporation. He is a graduate of Virginia Tech with a BS in Building Construction. He began his career at TUCON Construction in 1986 as a field superintendent. Over the past 23 years, he has worked in all phases of commercial construction. Keith is currently President/CEO of Vantage Construction Corporation, in Sterling, VA. He began working with the Builder’s Foundation by participating in the second golf event in 2000.

Mr. Maddox currently serves on the Industry Board for the Myers Lawson School of Construction at Virginia Tech. He also serves on the Board of Directors for ABC of Virginia and is a member of the General Contractor’s Council, Green Building Committee and Local Affairs Committee for ABC. He serves on the NAIOP Government relations committee.

He is married with four children and enjoys attempting to golf, hunting and watching his kids sporting events.

Matthew Snow, Esq.

Matt is an attorney in private practice in Loudoun County with his law firm, Biberaj & Snow, PC. His firm provides legal services for individuals and small businesses, to include criminal defense, civil litigation, business counseling, estate planning and juvenile law issues. In addition to serving on the Builders Foundation Board, Matt is currently Chairman of the Board of Directors for Community Residences, Inc., a non- profit organization providing residential support services for the intellectually disabled, and Matt is a former Board member of the Loudoun Community Services Board. Matt is active with the Loudoun Bar Association’s community efforts, including the Beat the Odds program which awards scholarship funds to at-risk youth. Matt lives in Loudoun County with his wife and two daughters.

Rosalie Anne Titus

Rosalie Anne Titus has been in Business Development and Marketing for over 20 years, primarily in the building industry. Much of her career was spent at ExxonMobil, where she worked for over 7 years, while working on her degree at night and Trammel Crow for over 5 years, doing marketing and property management. She is currently a stay at home mom. She is a CREW member and a board member of the Builder’s Foundation. She gives of her time at St. Theresa’s Parish and school where all three of her children attend. Previously a Business Development professional for Rolf Jensen & Associates, Inc.; which is a consulting firm that provides Fire Protection and Life Safety services to corporations, government and military organizations. Rosalie has her BS from Strayer University, where she received several scholarships and graduated summa cum-laude. She joined the Builder’s Foundation Board to give back to her community and help those in Loudoun County, where she also lives with her husband, Leo, three daughters, two cats and dog, Schuyler in Ashburn, Virginia.
